Job Description

The Operations Officer – Legal Analysis and Assessments, Field Support Officer and Project Officer will be working in the Country Operations Unit (COU) within the Operational Support Centre (C1).

Candidates are required to make a choice between one of the three profiles (Operations Officer – Legal Analysis and Assessments, Field Support Officer and Project Officer). Candidates who submit their application for more than one profile will be disqualified.

A) Operations Officer – Legal Analysis and Assessments

The Operations Officer – Legal Analysis and Assessments will be working for the Operational Office Italy and will be responsible for the following tasks:

  1. Support the Office in assessing and handling operational requests from a legal perspective, in particular related to first-line legal assistance in relation to European, national and local authorities’ requirements, deployment, occupational health and safety, and public procurement;
  2. Collect and analyse relevant information on labour legislation, data protection, occupational health and safety legal obligations and requirements, public procurement, EASO regulatory procurement framework in order to support legal assessments, as well as provide support to drafting and negotiating terms and conditions with third party suppliers;
  3. Prepare draft communications concerning legal matters relating to human resource deployment, EASO’s privileges and immunities in the country (incl. hosting arrangement), occupational and health safety of asylum team members deployed in Italy;
  4. Collect information concerning contract/agreement interpretation and implementation, in order to support performance and enforcement;
  5. Collect preliminary legal and administrative information as required, to enable members of the Office to reply to auditors’ and other external or internal stakeholders’ request.
  6. Liaise with external providers and national institutions on legal matters, under the supervision of the Head of Sector and Legal Affairs and Data Protection Sector where relevant, to ensure compliance with European and national law and defend EASO’s legitimate interests;
  7. Liaise with relevant stakeholders, including Legal Affairs and Data Protection Sector, Procurement and Finance department under the supervision of Team/Office members;
  8. Perform any other duty required in the interest of the service.

 

B) Field Support Officer

The Field Support Officer will be working for the Operational Office Italy and will be responsible for the following tasks:

  1. Support the coordinate multiple teams based in different locations in the implementation of programme activities and the delivery of programme outcomes;
  2. Ensure effective communication flow between central office and teams/stakeholders in different locations;
  3. Provide support to manage activities related to the operations in disembarkation areas/ reception centres under the direct supervision of the Coordinator;
  4. Manage contacts, liaise and network with local stakeholders;
  5. Report on the functioning of teams and general operations, including the cooperation with local stakeholders;
  6. Support the development of tools for operational support;
  7. Compile statistics and specific reports or briefings;
  8. Provide support in the coordination and organisation of relevant coordination meetings involving Italian asylum institutions at national level and/or local representatives of national institutions, as requested;
  9. Participate to coordination meetings and institutional roundtables at local level in order to align and follow up on main asylum matters as requested;
  10. Provide administrative support and assistance for the coordination of the professional activities of the office;
  11. Perform any other duties required in the interest of the service.

                

C) Project Officer

The Project Officer will be working for the Operational Office Italy and will be responsible for the following tasks:

  1. Support to the management of programme execution to ensure adherence to scope, schedule, quality and budget;
  2. Contribute to the regular and annual plan reviews and planning workshops and preparation of relevant planning documents and reports;
  3. Monitor or track programme milestones and deliverables;
  4. Prepare programme status reports by collecting, analysing, and summarizing information and trends;
  5. Coordinate with different stakeholders in order to identify and resolve problems;
  6. Follow up on the team and the fulfilment of programme deliverables;
  7. Support the development and implementation of a programme communication plan;
  8. Support risk management;
  9. Ensure the development and maintenance of programme documentation;
  10. Provide administrative support and assistance in co-ordinating the professional activities of the Office;
  11. Schedule and organise the preparation of meetings and workshops including the preparation of documents and files;
  12. Draft documents, templates, minutes and reports;
  13. Perform any other duties required in the interest of the service.
